This was conveyed in response to the discourse of an amendment that began rolling in parliament.
One of the discourses that sticks out is the matter of re-enacting the Guidelines of State Policy (GBHN) and the presidential election process from direct to indirect.
Related to the discourse of returning the presidential election to be indirect, in August 2019, Bambang Soesatyo, who is now the Chairman of the MPR argued, this matter needs to be considered in terms of the budget savings.
"If the reason is to save the budget, it is a reason that does not make sense. Actually in the Election Law, the PKPU Law, there are already the state facilities to carry out the campaigns, for example debates of presidential candidates, billboards, campaigns, it have been determined." Said Arya, Tuesday (8/10).
According to him, related to this, the Parliament has the authority to oversee and revise the law if indeed the election costs that have been incurred by the state are considered very large.
The method is not actually changing the way it's chosen.
"What needs to be done is, how the DPR makes the policies, which makes our politics become in the low-cost. For example, by shortening the campaign period," said Arya.
In addition, efforts to re-implement the GBHN like the pre-reform period were also considered inappropriate.
Moreover, by reason of the country's development system which always changes every time a presidential turnover takes place.
In 2016, Megawati mentioned that there was a need for a GBHN issued by the MPR to be followed by every head of the State.
However, Arya rate, the implementation of GBHN has no relevance to the current conditions and it will disrupt the system that is already running.
"Actually there is no relevance if the GBHN is revived, because there is already a law on the RPJP and RPJMN, and it can revise the law without having to revive the GBHN," Arya explained .
"If the GBHN is turned on, it will disrupt the direction of our national development, and it will be very complicated," he continued. (*)
