Kock Meng Goes His First Session, This is the Chronology of the Nurdin Basirun Bribery Case

TRIBUNBATAM.id, BATAM - The inaugural trial of a businessman from Batam named Kock Meng was held on Friday (6/12/2019) afternoon at the Central Jakarta District Court.

The agenda of the trial this time was the reading of the indictment against Kock Meng over the bribery case of the issuance of a reclamation permit in the Tanjung Piayu area, Batam City, some time ago.

In this case, Kock Meng was found to be bribing the number one person in the Kepri province at that time, the Governor of the non-active Kepri, Nurdin Basirun. 

From the release sent directly by the Spokesman of the Corruption Eradication Commission (KPK), Febri Diansyah, there were two charges against Kock Meng.

In the release, Kock Meng was mentioned along with Abu Bakar (the defendant of the bribery case) and Johanes Kodrat planned to make a floating restaurant and inn in the Tanjung Piayu area, Batam City.

At that time, Kock Meng was confused and immediately told Johanes Kodrat about his wish. So, Johanes Kodrat immediately introduced him to Abu Bakar. 

When asked about the necessary requirements, Kock Meng in taking care of the permit, Abu Bakar answered that he had met first with the Maritime and Fisheries Service of the Riau Islands Province.

Subsequently, Abu Bakar communicated and met directly with Budi Hartono as Head of the Capture Fisheries Department of the Riau Islands Maritime and Fisheries Service.

During the meeting, Abu Bakar asked Budi Hartono to help arrange the Kock Meng's permit.

When explained by Budi Hartono, there was an agreement that permission processing would be carried out if Abu Bakar and Kock Meng were willing to provide administrative costs of Rp 50 million.

Abu Bakar asked Johanes Kodrat to immediately contact Kock Meng. Kock Meng agreed, and was given the money directly with the nominal requested by Budi Hartono. 

The Rp50 million was then given by Abu Bakar to Budi Hartono in the amount of Rp45 million and Rp.5 million was used for operational needs.

This money is from Budi Hartono's reason and it is known that if a draft permit for the utilization of sea space has been submitted, but the official memorandum has not been signed by Edy Sofyan as Head of the Maritime Affairs and Fisheries Service of the Riau Islands Province, so that it cannot be submitted to the Riau Islands Governor, Nurdin Basirun. 

Abu Bakar not only took care of Kock Meng's reclamation permit, but he also submitted his reclamation permit at the Port of Sijantung, Batam City.

This money is known to be used by Nurdin Basirun to visit the islands of the Riau Islands Province as his official territory as a regional head.

In addition, the money is also used for financing the consumption (meals) of his group.  

Not only that, Kock Meng also gave money in the form of Singapore Dollars of SGD 5000 to Nurdin Basirun.

This money was given by him to take care of the next permit, namely the principle permit for the use of marine space in Tanjung Piayu, Batam City with an area of 10.2 hectares.

Abu Bakar immediately contacted Johanes Kodrat to prepare Rp. 50 million according to Budi Hartono's request. However, Johanes Kodrat asked Kock Meng with more than Rp. 300 million. 

Hearing that request, Kock Meng immediately said that he wanted to speed up his permit affairs and was willing to give the amount of money requested by Johanes Kodrat.

However, Kock Meng did not give him a nominal rupiah. He gave in the form of Singapore Dollars in the amount of SGD 28 thousand. However, Johanes Kodrat did not give all to Abu Bakar. 

He only gave a sum of Rp 50 million as requested by Budi Hartono. The rest, he gave to Abu Bakr through his wife, which is Rp. 50 million, and the rest was saved by Johanes Kodrat.

It is known again, from Kock Meng's indictment, he also gave a large amount of money to Nurdin Basirun through the same intermediary, Abu Bakar, to give it to Budi Hartono as a direct intermediary for Nurdin Basirun. 

The next amount of money is SGD 6 thousand. For his actions, Kock Meng was charged with Article 5 paragraph 1 of the Corruption Eradication Act juncto article 55 paragraph 1 to 1 juncto article 64 paragraph 1. (tribunbatam.id/ichwan nur fadillah/Thom Limahekin)
