TRIBUNBATAM.id - Indonesian Ocean Justice Initiative (IOJI) CEO, Mas Achmad Santosa, said that there are several Indonesian waters that are most vulnerable to illegal fishing.

He said Indonesia needs to closely monitor the areas most vulnerable to illegal fishing so that Indonesian fish resources can be enjoyed by the community. The trick, a base for surveillance ships (KKP, Bakamla, Indonesian Navy) needs to be built in the region.

"Only one is available, namely a base for patrol vessels located in the Strait of Lampa (North Natuna) to support patrols in WPP 711," Otta said, his nickname, in a webinar on Friday (12/06/2020). 

The former Coordinator of the 115 Special staff Task Force said vulnerable points were still found in 6 Indonesian sea areas when studying the patterns of behavior of fish thieves in 2015-2019.

Based on the Ocean Data Inventory (ODI) recently issued in June 2020, the 6 most vulnerable marine areas namely the Republic of Indonesia Fisheries Management Area (WPP-NRI) 572 the Indian Ocean west of Sumatra, WPP 711 North Natuna Sea, and Karimata Strait waters, and WPP 714 Tolo Bay and the Banda Sea. 

The other three are WPP 717 waters of the Cendrawasih Bay and the Pacific Ocean, WPP 716 waters of the Sulawesi Sea and northern Halmahera Island, and WPP 718 waters of the Aru Sea, Arafuru Sea, and East Timor Sea.

Meanwhile, AIS Global Fishing Watch data shows that there are still foreign ships detected at the border of WPP 711, 716, 717, and 718 in 2020, with the ship moving speed below 3 knots.

"Their presence at the border with very slow movements indicates the existence of IUUF activities in our Exclusive Economic Zone (ZEE) region," Otta said. 

North Natuna is most vulnerable

Furthermore, Otta said, North Natuna is the area most prone to fish theft. The two countries of origin of foreign ships that have committed numerous violations in Indonesian waters are from China and Vietnam. 

There are 3 reasons for foreign vessels fishing in the waters of the Republic of Indonesia, namely the scarcity of fish resources in their country, ambitions to remain a major exporter of fish in the world, and increased domestic fish consumption.

Based on 2019 FAO data, Vietnamese fish stocks are in a condition that has been over-exploited, so that the condition of the fish becomes unproductive. 

"Meanwhile, China, due to the China Sea region, has experienced overfishing and the Chinese government has been conducting a moratorium on fishing since 1995," concluded Otta. (*)
