Not Neutral During Regional Head Election (Pilkada), Head of Office in Batam is Sanctioned

TRIBUNBATAM.id, BATAM - Head of the Batam City Industry and Trade Department (Kadisperindag), Riau Islands, Gustian Riau was proven to have violated the neutrality of the State Civil Apparatus (ASN) in the Batam regional elections (Pilkada 2020).

Gustian Riau was proven to be political and from that incident, Gustian Riau was witnessed that he didn't get a salary increase for a year. 

The ad-interim Mayor of Batam, Syamsul Bahrum, when met at Engku Putri, confirmed the sanctions received by Gustian Riau. 

In fact, Syamsul Bahrum admitted, the sanctions given were stated in the Batam Mayor's Decree number KPTS 110 / BKPSDM-HK / X / 2020 concerning the Imposition of Disciplinary Penalties in the Form of Postponing Periodic Salary Increase for 1 Year. 

Syamsul Bahrum explained, the disciplinary sentence imposed on Gustian Riau was due to some evidence of violations committed by him. 

Among other things, approaching a political party in order to advance as a candidate for Regent of Rokan Hilir. 

Then, the person concerned was known to declare himself by installing Socialization Props (APS) in the form of billboards and banners in Rokan Hilir Regency. 

Not only that, other evidence is also known by the existence of a winning post on behalf of the person concerned in order to win over one of the Batam Pemko officials in the Rokan Hilir Pilkada, as well as participating in the selection as a candidate for Rokan Hilir Regent to a political party.

For your information, the violations committed by Gustian Riau violated several articles, including article 2 letter 3 letter b, article 4 letter d, article 5 paragraph (2) letter e, letter h, letter k and article 1, article 9 paragraph ( 2), article 23 letter d, and article 86 paragraph (1), paragraph (2), and paragraph (3) of Law Number 5 of 2014 concerning State Civil Apparatus.

Then article 1 number 2 and number 4, article 6 letter d, letter e, and letter h, Article 7 and article 11 letter c Government Regulation Number 42 of 2004 concerning Corps Spirit Development and the Code of Conduct for Civil Servant Behavior.

Not only that, the person concerned is also known to have violated Article 1 number 3, Article 3 number 4, number 6, and number 7, article 4 number 14, and Article 9 number 4, number 6 and number 7 Government Regulation Number 53 of 2010 concerning Discipline Government employees. (*)
