Overseas Travelers No longer need a Covid Test, Here are the Conditions

TRIBUNBATAM.id -  The relaxation of boarding rules for foreign travelers has been renewed again.

President Joko Widodo announced that the requirements for PCR and Antigen tests for domestic and foreign travelers were officially abolished, starting yesterday, Wednesday, May 18, 2022.

As a condition, travelers must have been vaccinated at least the complete dose or the second dose.

Following up on this decision, the Ministry of Transportation also issued Circular Letter No. 58 concerning Guidelines for the Implementation of Overseas Travel by Air Transportation during the Covid-19 Pandemic. 

The Minister of Transportation, Budi Karya Sumadi said, the relaxation of the prokes was taken by the government after considering the situation and conditions of the Covid-19 pandemic in Indonesia which were increasingly under control. 

Conditions regarding Covid-19 test upon arrival

Upon arrival, foreign travelers/overseas travelers or called PPLN are required to undergo a symptom check related to Covid-19, with the following conditions:

- If the PPLN is detected to have symptoms related to Covid-19 and/or has a body temperature above 37.5 degrees Celsius, it is obligatory to undergo a RT-PCR re-examination at the cost of being borne by the government for Indonesian citizens and the costs being borne independently for foreigners. 

- If the PPLN is detected to have no symptoms related to Covid-19 and has a body temperature below 37.5 degrees Celsius, they can continue their trip provided that it has received the second or third dose of vaccine, at least 14 days before departure. 

- For PPLN with special health conditions or comorbid diseases that cause them to have not and, or are unable to take part in the Covid-19 vaccination, they may continue their trip by attaching a doctor's certificate from the Government Hospital of the country of origin stating that the person concerned has not, and, or unable to follow the Covid-19 vaccination. 

Quarantine provisions for PPLN

The quarantine provisions for PPLN starting May 18, 2022, namely: 

- For PPLNs who have not received vaccinations or have received the first dose of vaccine at least 14 days before departure, they are required to quarantine for 5x24 hours. 

- For PPLN who have received the second or third dose of vaccine at least 14 days before departure, they are allowed to continue the trip. 

- For PPLNs under 18 years of age and/or in need of special protection, quarantine arrangements follow the provisions applied to parents, or caregivers, or travel companions. 

Provisions for entering Indonesia via an international airport

The provisions for entering Indonesian territory through the international airport entrance are as follows: 

1. Comply with the provisions of the health protocol set by the Government;

2. PPLN must use the PeduliLindung application and download it before departure.

3. Show that the card/certificate (physical or digital) has received the second dose of Covid-19 vaccine, at least 14 days before departure.

4. The card/certificate (physical or digital) has received the second dose of Covid-19 vaccination written in English.

5. Indonesian PPLN citizens who have not received the vaccine will be vaccinated at the entry point for overseas travel after an RT-PCR examination on arrival with a negative result, or at a quarantine place after a second RT-PCR examination with a negative result is carried out.

6. PPLN foreigners who have not received the vaccine will be vaccinated at the entry point for overseas travel after an RT-PCR examination on arrival with a negative result or at a quarantine place after a second RT-PCR examination with a negative result is carried out, provided that: 

  • 6 - 17 years old.
  • Holders of diplomatic residence permits and official residence permits; and/or holders of a limited stay permit card (KITAS) and a permanent residence permit card (KITAP).
  • PPLN foreigners who are already in Indonesia and will travel, both domestically and internationally, are required to vaccinate through a program or mutual cooperation scheme in accordance with the provisions of the legislation. 

Provisions for PPLN foreigners to enter Indonesia

PPLN foreigners can enter Indonesia with the following conditions: 

  • In accordance with the immigration provisions regulated by the ministry in charge of government affairs in the fields of law and human rights. 
  • In accordance with the agreement scheme (bilateral), such as the Travel Corridor Arrangement (TCA).
  • Obtain consideration, or special permission in writing from the Ministry, or Institution.
