TRIBUNBATAM.id - The Batam Business Entity Institution or Badan Pengusahaan (BP) through the Business Development, Service and Pricing Planning Bureau held a public test of public service standards (SPP), Wednesday (8/28/2019) at the BP Batam Marketing Center.
SPP test was followed by around 30 people. Consisting of practitioners, academics, the general public, notaries, and the DPD of Indonesian Real Estate (REI) Special Batam as service users, and officials the Ministry of PAN RB in charge of Public Services.
The Head of BP Batam Business Development, Service and Pricing Planning Bureau, Asep Lili Holilulloh said that the public test was carried out in view of the need for service standards in an agency.

That is in accordance with the mandate of Law Number 25 of 2009 about Public Services, Government Regulation of the Republic of Indonesia Number 96 of 2012 about the Implementation of Law Number 25 of 2009 about Public Services, and Regulation of the Head of BP Batam Number 28 of 2016 about the Implementation of Public Services.
The SPP public test this time was carried out on library services under the General Bureau and Secretariat units and at BP Batam Land Management Office.
"The aim is to obtain input on improvements to existing service standards within BP Batam, so that quality, transparent, easy and fast services are obtained," said Asep, in a BP Batam Public Relations release received by Tribun.
Previously, the SPP public test had been conducted on 9 work units within BP Batam in 2017.
He hopes that the SPP public test will be able to create a conducive investment climate in Batam.
The importance of community involvement and related parties in setting service standards is to align the ability of public service providers with the needs or interests of community and environmental conditions.
Assistant Deputy for Policy Implementation and Evaluation of Public Services Region I-2 Ministry of Administrative Reform and Bureaucratic Reform, Noviana Andrina said, the process of community engagement was carried out starting from the discussion of draft Service Standards, Minutes of the discussion, publication of the draft Service Standards that had been discussed, to setting Service Standards.
"Need to be a common concern. The public wants quality public services to make service standards a form of community aspirations," Noviana said.
There's four services of BP Batam Library SPP
These are the Membership Sign, Loan and Return Collection of Library Services, Photo Copy Services, and Commercial Area Rental with average ended time of around 10 to 18 minutes.
At this time, BP Batam Library has not imposed a tariff for its services. But in the future it will be adjusted according to the provisions that will be regulated by Batam Service Planning and Pricing Section.
While for the Land Service Public Office Standards there are three services. Namely Recommendations for Land Rights, Licensing for Transfer of Rights, and Licensing for the Imposition of Mortgage Rights, with an average completion time of seven working days.
