This phenomenon will rise early after sunset. 

If usually the full moon appears in 50 minutes after sunset, then the Harvest Moon appears 25-30 minutes after sunset in the West sky. 

Harvest Moon of 2019 wasn't as big as in the previous years. This occurs because lunar orbit and Earth orbit aren't perfect, so sometimes, the moon and Earth are at the farthest point. 

In 2019, the moon is far from Earth orbit, hence Harvest Moon this year is called Micro Moon or Mini Moon. 

However, Micro Moon in this time will be seen bigger and more orange than other full moon. (*)
